Deontology and Pharmaceutical Legislation



Learning outcomes

To provide knowledge of the terminology and concepts used at a national and European level in the field of legislation and regulation of drugs and the pharmaceutical sector, and technical and scientific aspects related to drugs in order to give students the right skills for a good professional performance in different areas of legislation and regulation of drugs, medical devices and cosmetics (health products). Address and discuss the ethical and deontological aspects of the pharmaceutical profession.


The theoretical syllabus consists of 5 blocks:

    1. Elementary notions of public and private law, seeking to highlight the aspects of the legal system that intertwine with the Pharmaceutical Sciences.
    2. Basic concepts of ethics and pharmaceutical ethics, codes of ethics and universal declarations, the Code of Ethics of the Pharmaceutical Portuguese Society.
    3. International Health Organizations. WHO. European organizations.
    4. Law on Health and the organization of the Health System in Portugal.
    5. Portuguese Pharmaceutical Legislation. Community pharmacy, hospital pharmacy, wholesale warehouses, pharmaceutical industry. Medicines for human and veterinary use, cosmetic products and medical devices, and its relationship with the European Directives. Clinical analysis

In the practical component some topics are proposed that are not addressed in the theoretical component for study in group and presentation to their colleagues (eg clinical trials, pricing and reimbursement of medicines)
